An electric burner is the best choice. It heats coconut coals (the only kind worth recommending) evenly and quickly. For outdoor use, a gas burner works as a backup, but always with a backup gas supply on hand. Never use self-lighting (quick-light) coals. They have chemical accelerants on the surface that affect both flavor and your health, no matter how clean the rest of the setup is. Coconut coals on a real burner is the baseline anyone serious about the hobby ends up at.
On a gas stove you can, and some people do when there's no proper burner around. Two trade-offs to expect: the coals heat slowly and unevenly, and the stove itself gets dirty. Induction won't work at all. The cooktop reacts to ferrous metal, and coconut coal isn't conductive in that way. It just sits there. A dedicated burner is the more convenient, faster, and safer solution for any regular use, even if you only smoke a few times a month.
Fully lighting a standard-size coconut coal cube (25x25x25 mm or 26x26x26 mm) takes 8 to 12 minutes, depending on burner wattage. Flip the coals at the halfway point so they heat evenly. Otherwise one side glows red while the other stays black. There's no way to shortcut the time significantly. A higher-wattage burner shaves a couple of minutes, but the coal still has to reach core temperature for a clean session. Patience saves you from biting on cold spots later.
